I cannot access it on my Galaxy S3 unless I'm connected to WiFi. Otherwise, I get an Apache test page.

Are you using WiFi or 3G/4G?

I'm just wondering if BM's network is using the IPv6 protocol instead of IPv4. I'm not sure if my VPS is configured to support IPv6... But this is irrelevant if BM's phone is using his WiFi network instead of his mobile network.

I can view the site when my phone is connected to WiFi, I believe. It's the 4G LTE connection that fails.

It's very possible that your 4G LTE is using the IPv6 protocol, so you don't have a traditional 127.0.0.0 format IP address when using it. My VPS probably doesn't support IPv6, but I haven't bothered checking to be sure.
